Automated detection of defects on footways

Business Needs / Challenges

The Department is responsible for conducting inspections, managing the maintenance of public roads and footpaths in Hong Kong. To enhance the efficiency and the effectiveness of footpath management and minimize the human effort for manual inspection, we are looking for a cost-effective automated system / device for detecting defects on footpath at specific time regularly and free from privacy issues.

The system shall be able to determine the footpath defect with centimeter-level vertical displacement.

Expected Outcomes

The solution shall replace manual defect detection and be able to detect the defects on footways and paved area such as uneven surface, depression, cracks, kerb defects and blockwork defects, etc. and their extents/types/positions.

The solution may collect the data by robot / moving platform integrated with laser scanner and/or camera, etc., provided that it is eye-safe, weatherproof and free from privacy issues. It can be an option that the solution is mounted on Smart Lamppost.

The solution shall include data collection, data processing, data analysis and evaluation as well as result reporting. The time and frequency of data collection can be scheduled to suit the operational needs. The data shall be transmitted to the backend office through wireless data network at regular interval for processing and notification of the identified defects to the frontline staff / maintenance contractors.
